If Google is unable to AdSense ads that are relevant to publish a web page, the system will display public service ads instead of the regular ads to organizations like the Red Cross, Direct Relief, etc. to promote
Unlike the regular AdSense ads, web publishers are not paid for clicks on ads public service, and Google does not profit by running these ads.
In their words - "PSAs are non-profit organization ads that are served to pages when targeted ads are not available or when Google is unable to gather content from the page."
Wikipedia also defines a public service announcement as "a non-commercial broadcast advertising to the public good."
psaGoogle adsense launched their site in the 2008 U.S. elections in August, as a portal, links to the information available about the U.S. elections on other sites like YouTube to Google, Knol, Google Maps, etc.
Now, if you happen to have a PSA AdSense on some sites (like this) to find likely on Google's election website, as in the screenshot above.
This is surprising because this "ad", although a PSA does not fall within the definition of Google (PSA ads for non-profit organization), nor that of Wikipedia (no advertising).
Here's what ABC News has to say about the elections page of Google - "the new applications are part of their efforts to the search giant's involvement in American political system and, ultimately, central to the electoral process, Google and YouTube was the average consumption. "
All inventory is Google AdSense to help unmet page to promote their election, but I'm not sure if these ads in the PSA or "free advertising" because Google has no interest in "commercial" here.
